Abstract
The Balfour Declaration announced by the British Government on November 2, 1917 was greeted with enthusiasm and expressions of deep gratitude by the Zionist Federations in the major Jewish centers of the world. The announcement of the Balfour Declaration, which promised the Jews a "National Home" under the protection of England, by the British Foreign Secretary of the period, Lord A. J. Balfour, was brought international recognition to the Zionist movement, but was disappointed the local Palestinian people and Sharif Hussein, who assumed the Arab leadership of that period. Although more than 90 percent of the Palestinian population were Arabs, the text of the declaration was trivialized the local people with the words "non-Jewish community". This declaration of the British Government was also adopted and accepted by the Entente Powers, especially France and Italy. With the Balfour Declaration, the first stage of Zionist goals were completed.

Abstract
İngiltere Hükûmeti’nin 2 Kasım 1917 tarihinde ilan ettiği Balfour Deklarasyonu, dünyanın belli başlı Yahudi merkezlerinde bulunan Siyonist federasyonlar tarafından coşku ve derin şükran ifadeleri ile karşılanmıştır. Dönemin İngiltere Dışişleri Bakanı Lord A. J. Balfour tarafından Yahudilere İngiltere koruması altında “Ulusal Yurt” vaadi taşıyan Balfour Deklarasyonu’nun ilanı Siyonist harekete uluslararası tanınırlık sağlarken yerli Filistin halkı ve o dönemin Arap liderliğini üstlenen Şerif Hüseyin’i ise hayal kırıklığına uğratmıştır. Filistin nüfusunun yüzde 90’dan fazlasını Araplar oluşturmasına rağmen deklarasyon metninde “Yahudi olmayan topluluk” kelimeleriyle yerli halk önemsizleştirilmiştir. İngiltere Hükûmeti’nin bu bildirisi, Fransa ve İtalya başta olmak üzere İtilaf Devletleri tarafından da benimsenmiş ve kabul görmüştür. Balfour Deklarasyonu ile birlikte Siyonist hedeflerin ilk aşaması tamamlanmıştır.
